VISCO LCD TV— my dad bought it for me…. I need tech advice?

Its a 20″ LCD, without HD, but it can be retrofitted, right? I heard the government will be giving out coupons or something to buy adaptors, so that’s no big deal? Anyone had this TV or heard of it? I’ve never heard of Visco, but one reviewer on overstock.com said it was excellent… so my dad bought it. Should I return it or keep it when it comes?
