Why is the money spent in law incentive coupons for digital TV?

Since when is the government to provide people with television? What if I have a coupon, but no money for a TV? Or there is no money to keep the lights on, because the bill is getting higher. I'm confused about how this "stimulates" the economy. Dukemack if I'm going to say I'm getting my money? LOL October, if that is true shouldn't also provide television? The simple truth is that this not stimulate the economy.
