I am considering a website to deliver coupons but not sure where to begin.

Well its a very common question that most of the business starters ask. You can get coupons from affiliate marketing sites like http://www.linkshare.com and ;http://www.performics.com. If you google affiliate marketing networks you will find a great number of websites there from where you can get coupons. Most of the folowing coupon sites get coupons from there.
