Shouldn’t grocery coupon still be doubled?

I had a grocery coupon that must have been at least 25 years old for 25 cents with no expiration date. They didn’t know how to give me credit for it I guess since there was no barcode to scan from. Most grocery stores double coupons today and this store was no exception. They only gave me credit for the face value of 25 cents and didn’t double the value. What was the reason the store didn’t double this old coupon and were they wrong not to double it?

I think the 25 cent credit was right.
